drm/i915/psr: CAN_PSR and CAN_PANEL_REPLAY can be now local defines

Browse Source 
CAN_PSR and CAN_PANEL_REPLAY are not used outside intel_psr.c anymore. Make
them as intel_psr.c local defines.
