Konstantin Andreev c147e13ea7 smack: fix bug: unprivileged task can create labels
If an unprivileged task is allowed to relabel itself
(/smack/relabel-self is not empty),
it can freely create new labels by writing their
names into own /proc/PID/attr/smack/current

This occurs because do_setattr() imports
the provided label in advance,
before checking "relabel-self" list.

This change ensures that the "relabel-self" list
is checked before importing the label.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
