output afterall.

New peripherals: vicap on px30 and rk356x, PCIe Gen2x1 on RK3528,
use actual clock-ids for SCMI clocks - not hardcoded numbers,
CQE support for the eMMC on RK3588.

As well as a number of enablements for individual boards.
For example enablement for the now usable NPU.
