Takashi Iwai 0adaf3bea1 ALSA: cs423x: Constify hw_constraints ...

snd_pcm_hw_constraint_list(), *_ratnums() and *_ratdens() receive the
const pointers.  Constify the corresponding static objects for better
hardening.
