When conditions are met, schedule a delayed work in bond event handler to perform bonding operation according to the bond state. In the case of changing slave number or link state, re-set the netdev for the bond ibdev after the modification is complete, since these two operations may not call hns_roce_set_bond_netdev() in hns_roce_init(). The delayed work will be paused when there is a driver reset or exit to avoid concurrency.
