Geert Uytterhoeven 6a7d270e90 video: fbdev: Make *fb_setup() and *fb_init() static ...

The various *fb_setup() and *fb_init() functions are only used locally,
so they should be static.  Most of them do not need forward
declarations, so remove these where appropriate.
