Yegor Yefremov 2fa053a0a2 8021q: update description ...

Replace deprecated 'vconfig' tool with 'ip' from 'iproute2'. Add
some beautifications like replacing 'ethernet' with 'Ethernet' and
removing unneeded spaces.
