drm/amd/display: use GFP_NOWAIT for allocation in interrupt handler

schedule_dc_vmin_vmax() is called by dm_crtc_high_irq(). Hence, we
cannot have the former sleep. Use GFP_NOWAIT for allocation in this
function.
