can: convert generic HW timestamp ioctl to ndo_hwtstamp callbacks
Can has generic implementation of ndo_eth_ioctl which implements only HW timestamping commands. Implement generic ndo_hwtstamp callbacks and use it in drivers instead of generic ioctl interface.
