Mauro Carvalho Chehab 06dedb45b7 docs: filesystems: convert efivarfs.txt to ReST 
Trivial changes:

- Add a SPDX header;
- Adjust document title;
- Mark a literal block as such;
- Add it to filesystems/index.rst.
