sctp: delete the nested flexible array skip

This patch deletes the flexible-array skip[] from the structure
sctp_ifwdtsn/fwdtsn_hdr to avoid some sparse warnings:

  # make C=2 CF="-Wflexible-array-nested" M=./net/sctp/
